City of Safety Harbor Tree Ordinance:  reposted 2/24/19
At our last Homeowners Association meeting many homeowners were asking about the safety Harbor tree ordinance. To view the Safety Harbor tree ordinance click on "Tree Ordinance" under "Usefull Links" to right and top of this page. City of Safety Harbor tree arborist, Art Finn will visit your property to examine any tree. The city provides this service free of charge. He will come out after hours if necessary, just call (727) 724 1555 extension 1303. When parking your car, ensure all four wheel are on pavement and not on grass. That means the grass in the parkway is also grass. This may be inconvenient but it makes our beautiful Harbor Oaks look trashy. Be proud of your home, always put our best foot forward!

How should I report a crime or suspicious activity?

  • Call 9-1-1 or non-emergency number. 727-582-6200
  • Give your name and address.
  • Explain what happened.
  • Briefly describe the suspect: sex, race, age, height, weight, hair color, clothing, distinctive characteristics such as a beard, mustache, scars, or accent.
  • Describe the vehicle if one was involved: color; make, model, year, license plate, and special features such as stickers.
  • Notify our neighborhood Crime Watch, Matt Sunski 791-9477 or Chet Trotto 725 3125 to alert all the neighborhood via email. The Pinellas County Sheriff's department has told us many times - they would rather be called out and find nothing then not be call and a crime be committed.

If you have not been getting e-mail bulletins recently, it's because I do not have your e-mail address.I use the e-mail to pass information to you as quickly as possible. These e-mails usually contain information about police activity in our subdivision. If you would like too receive this valuable information - get me your email address. You can do this via the phone or e-mail me. The "Classified,Idea and Comment" form can also be used for this purpose. Just click on the "Documents/Forms" tab to the left and fill out and submit the "Classified, Idea and Comment" form. .

Please be considerate when parking on the street to allow for emergency vehicles to get though. Remember someday the fire truck or ambulance might be trying to get to your house. If you are expecting visitors to your home ask them to park on the same side of the street. If a car is already parked on the opposite side of the street park at least 50 feet in front or behind  on your side of the street..

These deed restriction are the most reoccurring violations reported by many home owners:

  • Section 2: All cans and containers used for collection and disposal of refuse, garbage, rubbish or other discarded matter upon the premises must be placed so as not to be displayed in the front of any lot or parcel except on regular days for collection of trash and rubbish as may be provided by any sanitary service unit and then only when such service unit requires the container or containers to be placed in the front of any dwelling.
  • Section 5: No trailers, campers, boats or commercial vehicles of any kind shall be parked on or adjoining the property, unless inside a covered garage, with the exception of delivery vehicles or service vehicles while in the process of performing their service. For a full copy of the Deed Restriction click on the "Document/Forms" tab on this page then click again on "Deed Restriction" link under Documents. 
  • Section 13: No passenger cars shall be parked on lawns

     We are fortunate to have sidewalks, street lights. mature trees, winding streets and a neighborhood that is growing. Over time rules must be created or changed to accommodate the people who live here. The rules are intended to keep the neighborhood in good shape and keep it a place where we can safely protect our lives and the large investment we have made in our homes.
       Neighborhoods with properly enforced rules have been shown to retain their property value better than those with poorly enforced or no standards at all. The cooperation of every property owner is needed to maintain his or her property.
We want Harbor Oaks to be safer, look better, maintain a good relationship with our neighbors and city government and lastly maintain the investment in our homes.
      Rule or Deed Restrictions are for everybody. We all have a large investment in our homes and the Harbor Oaks Community. At our last Quarterly Meeting it was brought to the board's attention that many deed restriction infractions have been occurring in our beautiful Harbor Oaks. It is the board's intention to hold residents to the deed restrictions. But deed restriction violations must be reported to the deed restriction committee. A copy of the Deed Restrictions and the reporting form can be viewed by clicking on the "Documents/Forms" tab to the left of this screen.
      If there is an occasion that a deed restriction must be intentional violated for a short time please call a board member. Tell them what the deed restriction is that you will be violating and when it will be corrected. The board is understanding and wants to protect and work with all residents of our neighborhood.

How to File a Deed Restriction Complaint:   reposted 5/15/15
Any member of the association may file a complaint either by mail or email no phone calls will be accepted. Complaints must be in writing and signed. Complaints will remain anonymous to the offender. The easiest way to file a complaint is to use the Deed Restriction Violation Form located by clicking on the "Forms" tab of this web site. The Association Deed Restriction Committee has a process that is followed with each violation received.

Be alert!

  • Know your neighbors and watch out for each other.
  • Report suspicious activities and crimes to the sheriffs' department.
  • Learn how you can make yourself and your community safer.

WHAT KIND OF ACTIVITIES SHOULD I BE ON THE LOOKOUT FOR?

  • Someone screaming or shouting for help.
  • Someone looking in windows of houses and parked cars.
  • Property being taken out of houses where no one is at home or from closed businesses.
  • Cars, van, or trucks moving slowly with no apparent destination or without lights.
  • A stranger sitting in a car or stopping to talk to a child.

Report these incidents to the sheriffs' department. Talk about concerns and problems with your neighbors.

The neighborhood watch is alive and well in our neighborhood. The neighborhood watch program is all about neighbors looking out for one another. If anything suspicious is seen don't hesitate to call the sheriffs department. If it is an emergency call 911 non emergency calls dial 727 582 6200. After calling the Pinellas County Sheriff's Department please call Matt Sunski 727 791 9477 or Chet Trotto 727 725 3125 so an email can be issued to inform the rest of the subdivision.

How To Be a Good Neighbor: reposted 9/12/13 posted 2/2/12 

  • Don't park side,by side on the street, emergency vehicles such as fire trucks and ambulances can not get through. They just might be trying to get to your house.
  • Don't put yard trash and garbage out over the weekend. The rest of the neighborhood and our visitors don't want to see your trash all weekend.
  • Don't park cars on lawns or parkways, cars are not lawn ornaments. It brings down the appearance of the whole neighborhood
  • Pickup after your dog. Neighbors and their children don't like surprises.
  • Membership in the homeowners association and cooperation is critical. Being a good neighbor helps all of the community. 
  • Harbor Oaks is a beautiful subdivision and a great place to live and raise a family. Lets keep it that way and make it even better. Neighbor helping neighbor, get to know your neighbor you never know when you may need them..

City of Safety Harbor Code enforcement: Weed or plant growth in excess of 12 inches in height that is within 75 feet of any improved property or 25 feet of any street can be declared a public nuisance.

Garbage Pickup:     posted 12/3/12
Televisions, computer monitors and other electronic equipment are considered hazardous materials. The regular scheduled garbage pickup will not take them. These articles must be brought to the Pinellas County HEC. The maintenance fee is used to pay for:  lighting our entry ways, grass cutting, water bills and general upkeep of the common areas of beautiful Harbor Oaks. We all benefit and should take pride in our subdivision, therefore we should all share in the cost to keep our subdivision well kept and beautiful. 

The maintenance fee is $60 per year. All homes should have had a self addressed stamped envelope and maintenance form delivered at your front door. If it was misplaced the maintenance form can be printed by clicking on the "Documents" tab. Fill out the form and call me, I will pick it up. Chet Trotto 725 3125.

Crime Watch:     posted  11/18/12
The best way to prevent crime in our neighborhood is neighbors looking out for neighbors. If you see any suspicious activity first call the police then let our crime watch leader Matt Sunski 791 9477 know so we can alert the whole subdivision via our email contact list.  communication is a very good deterrent in the prevention of future crimes. When this is not done no one knows about a crime therefore it can happen again.
       
Perimeter Fences: 2/12/12
HOHA does not own or is it responsible for maintenance to the outside fences around our subdivision. The most obvious are the fences along McMullen-Booth Rd and 4th. Street. All perimeter  fences are the home owners responsibility. Several fences are in need of repair or replacement. We ask that you use wood fencing similar to the existing fences and do not paint or stain the fence. If you need help please contact your block captain or Chet Trotto.
